英语教育改革：能力至上的英语学习时代已经来临

你在准备高考的过程中，花费了多少时间在学习英语？恐怕很多人回答出的数字将超出自己学习母语的时间。这些时间恐怕还不包括参加各种新概念、剑桥英语、口语等与高考不直接相关的兴趣培训班的时间。但当2017年高考新政公布之后，英语的地位似乎出现了松动：英语将不再与语文、数学一起参与形式上的高考，而是采取社会化考试的方式，一年多考。
英语不再重要了吗？虽然2017年高考新政公布了已有一段时间，但学校、学生以及社会上整个英语培训产业对这些问题的疑惑并没有消除。故中国经济导报特请英语教育专家、新航道国际教育集团总裁兼校长、国际关系学院英语系原副主任、硕士生导师胡敏教授来解答高考改革之后，英语究竟将在中国学生的学习生活中占有怎样的地位。
英语改革是时代的呼唤和需求
中国经济导报：之前关于“英语将退出高考”的消息引发了广泛的讨论，虽然教育部随后进行了辟谣，并提出了2017年高考改革新政。但是关于英语考试在高考中的地位和形式问题依然受到热议。您认为高考新政提出之后英语的地位发生了怎样的变化？英语高考改革是否有其时代必然性？
胡敏：应该说改革之后，英语的地位在高考中不是被削弱而是更重要了。今天是全球化、国际化的时代，英语已经不再属于任何一个国家，它属于全世界，学好英语是这个时代的呼唤。
我把英语教育在我国的发展分为3个时代，首先是1.0时代——敲门砖时代。早在二三十年前，如果被问到为什么要学英语，许多人的回答可能是：英语是一块敲门砖，是在学校拿文凭、在单位评职称、晋升等必不可少的条件。对于那个时代的人来说，因为环境的相对封闭，在实际工作和生活中使用英语的机会几乎没有，所以只用死记、硬背、考试、过关、拿文凭就可以满足需要了。而且，即使是现在也还有人为了职称英语考试而烦恼。
